Who May Qualify?

The program generally serves households that:

  • Household income generally between 50% and 120% of the applicable area median income, subject to funding-source limits
  • Meet applicable first-time-homebuyer rules (generally no ownership of a principal residence in the preceding three years)
  • Plan to live in the home as your primary residence
  • Complete required homebuyer education and counseling
  • Show mortgage readiness or a reasonable path to qualifying for a mortgage

Don’t have a mortgage pre-approval yet? You may still apply.

Step by Step

How It Works

  1. 1

Submit the signed application and supporting documents.

  2. 2

The CDC reviews income, household eligibility, assets, and first-time-homebuyer status.

  3. 3

If selected, enter a conditional 90-day qualification/reservation agreement.

  4. 4

Complete homebuyer education, counseling, and first-mortgage qualification.

  5. 5

The CDC helps coordinate eligible down payment and purchase assistance.

  6. 6

The home is constructed on CDC-owned/controlled land, subject to inspections and approvals.

  7. 7

After construction and final qualification, the CDC conveys the completed home and land to you at closing.

  8. The 90-day period is for buyer qualification, not a guarantee of construction completion within 90 days.
